Utter is a butterfly. He handles the Ant City's quest board. He is Madame Butterfly's brother.^[1]

Kabbu: "Utter helps with the Notice Board. He makes sure to keep the board in pristine shape, and to alert others of new posts. I hear sometimes he helps out people himself!"

Leif: "Seems like an outstanding citizen. Vi could learn a thing or two."

Vi: "I'm as outstanding as it gets!"
